Objectives of this Role

Responsible for the management and oversight of the Bank’s BSA/AML Program, including the timely filing of all required reporting, as well as compliance with other BSA recordkeeping requirements. Lead and direct a team of BSA personnel and research state and federal compliance requirements, acts, and laws related to the Bank Secrecy Act and the USA Patriot Act.  Be able to collaborate with other business units and understand products and product offerings across the organization.  Ability to solve problems and think critically to help deliver on strategic initiatives.  The BSA Officer must be able to multitask and contribute to strategic projects involving new/existing products, process improvement, and digital/electronic banking initiatives.

 

 

Essential Duties and Responsibilities

  • Assists management with the implementation of procedures that address newly enacted regulations or procedural modification resulting from changes in regulations.
  • Monitors current business environment, internal review processes, and reports from business units regarding various BSA compliance issues in order to ensure that appropriate internal controls exist within centralized business units and other major departments within the bank. Advises stakeholders of emerging risks, new or amended laws, regulations, or agency guidance and recommends and implements changes and controls to mitigate those risks.
  • Conducts special on-site compliance monitoring reviews and educational visits with business units upon request or if a need for targeted training is identified through monitoring reports, internal audits, examinations or customer complaints.

  • Accurate and timely report filing for all required reporting (CTRs, SARs, etc.)
  • Develops, implements, administers and enhances the BSA/AML/OFAC/USA Patriot Act monitoring systems to ensure that appropriate parameters are in place to identify suspicious and/or fraudulent activity.
  • Establishes and maintains an effective CDD/EDD risk rating and monitoring program to include initial and ongoing assessments, and reviews and analyzes unusual account activity.
  • Establishes and maintains appropriate SAR investigation, reviews and reports processes that promote consistent decisions; adequate investigation and research; and completes detailed documentation.
  • Conducts BSA/AML/OFAC risk assessments at least annually with consideration to products, services, members and geographies that may present BSA/AML/OFAC related risks.
  • Administers BSA/AML/OFAC related training programs for directors, management and employees and provides BSA guidance and coaching to employees.
  • Periodic reporting to the Board of Directors on BSA program status and updates.

Skills and Qualifications

  • Bachelor’s degree (B.A. or B.S.)
  • A minimum of 4+ years of BSA Officer experience in banking, or any equivalent combination of education, training, and experience which provides the required knowledge and abilities for this role. 
  • Demonstrated understanding of BSA/AML regulatory reporting is required.
  • Strong leadership skills with proven results in defining and achieving key initiatives and leading teams
  • Must be highly organized and able to simultaneously maintain and manage multiple time-sensitive reports and projects
  • Strong problem-solving and critical thinking skills
  • Computer proficiency and intermediate proficiency in Office
  • Effective written and verbal communication skills
  • Knowledge of automated BSA/AML monitoring systems

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. 

 

While performing the duties of this job, the employee is regularly required to talk or hear. This is largely a sedentary role; however, some filing is required. This would require the ability to lift files, open filing cabinets and bend or stand on a stool as necessary.
